Question : Grants given to Private University and deemed to be University

(a) the list of concrete steps being taken by the Government for promoting Research and Development in Higher Education in the country along with the year-wise expenditure made on R&D by the Ministry during the last ten years;
(b) the institution-wise (not total) grants given by the Government to each Private University and deemed to be University during the last ten years;
(c) the year-wise and University-wise allocation of grants to each Central University in the Country during the last five years;
(d) whether there was a circular which mandates all educational institutions are required to seek the approval of a Secretary of the Ministry before organising any online/virtual international conferences/seminars/ training and also seek approval for the list of participants;
(e) if so, the reasons therefor; and
(f) whether this scientific raj wherein the Ministry micromanages the academic conferences will curtail research and development in the country?

(a): For promoting Research and Development in Higher Education in the country, 7 Research parks have been setup at IIT Guwahati, IIT Delhi, IIT Kanpur, IIT Kharagpur, IIT Bombay, IIT Hyderabad and IISc Bangalore. These research parks are ccomplementing the renewed focus of the Government on developing indigenous R&D capabilities and creating a successful start-up culture in the country.
Similarly, under Impacting Research Innovation and Technology (IMPRINT), ten most relevant technologies are used to provide solutions to the engineering challenges which the country faces - (i) health care (ii) energy (iii) sustainable habitat (iv) Nano technology hardware (v) water resources and river systems (vi) advanced materials (vii) Information and communication technology (viii) manufacturing (ix) security and defence (x) environmental science and climate change. Similarly, under Uchhatar Avishkar Yojana innovation is funded which directly impacts the needs of the Industry and thereby improves the competitive edge of Indian manufacturing.
The year-wise expenditure of R&D by Ministry during the last ten years are at as below:

(b): The grant given to deemed university is shown in Annexure-A. Ministry of Education does not give grant to private universities.
(c): The allotment to Central University is indicated in Annexure-B.
(d) to (f): The order about taking Government permission for holding seminars dealing with foreign representatives were issued by the Government and thereafter withdrawn after due consideration in light of the easing of COVID 19 related restrictions on travel and assembly of people.
