Question : Jan Aushadhi Scheme


Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:

(a) the objectives and salient features of Jan Aushadhi Stores Scheme and the extent of benefits provided to the people thereunder along with the steps taken to spread awareness of these stores;

(b) the number and details of Jan Aushadhi Stores functioning as on date and those stores proposed to be opened during the current and the next financial year, yearwise and State/UT-wise;

(c) whether the Government has decided to sell 439 life saving medicines and 250 medical devices at 40-50% discounted price through Jan Aushadhi Stores across the country, if so, the details thereof along with the number of medicines sold under the scheme;

(d) the details of facilities and financial assistance provided to the States and the contribution required from the States for opening Jan Aushadhi Stores along with the extent to which these have been fulfilled;

(e) whether the funds allocated for Jan Aushadhi Scheme have not been completely utilised, if so, the details thereof and the reasons therefor along with the corrective action taken thereon; and

(f) whether any special relaxation has been given in the norms for opening Jan Aushadhi Stores in remote, hilly, tribal and sparsely populated areas as well as for involvement of NGOs/charitable societies/ Self Help Groups, etc. in the implementation of the Scheme, if so, the details thereof?

(a) The objective of Jan Aushadhi Scheme is making high quality generic medicines available at affordable prices to all through exclusive outlets Jan Aushadhi Store (JAS). The salient features of this scheme are: (i) Availability of medicines whose quality is approved by National Accreditation Board for Testing and Calibration Laboratories (NABL). (ii) 425 drugs covering almost all therapeutic categories and 100 surgicals are available at Jan Aushadhi Stores. Under this scheme, generic medicines are sold to public at low price, 5% to 50 % of equivalent branded medicines available in the market. BPPI, the implementation agency for “Jan Aushadhi” has initiated various media and publicity campaigns around each Jan Aushadhi Store through hoardings, banners, bulk SMS, Mobile exhibitions, distribution of pamphlets etc.

(b) As on date 253 Jan Aushadhi stores spread over in 21 States are operational in the country. The details are at Annexure-A. It is proposed to start 300 Jan Aushadhi Stores by March, 2016 and 3000 by end of next Financial Year across the country. The year-wise details of the stores opened is at Annexure-B.

(c) Presently, 425 medicines covering almost all therapeutic categories and 100 surgicals are available at Jan Aushadhi Stores. To augment the basket of medicines in Jan Aushadhi Stores, total 577 medicines and total 165 surgicals and consumables have been finalized.

(d) Under the Jan Aushadhi Yojana, one time financial assistance upto Rs. 2.50 lakh ((i) Rs. 1 lakh for furniture and fixtures, (ii) free medicines worth Rs. 1 lakh and (iii) Rs. 0.50 lakh for computer, internet, printer, etc.) is provided to operating agency/Non-Governmental Organisation (NGO) running Jan Aushadhi Stores in Government Hospital premises.

(e) During the year 2015-16, a sum of Rs.1691.47 lakh has been released to Bureau of Pharma Public Sector Undertakings of India (BPPI), the implementing agency of Jan Aushadhi Yojana, out of which Rs.1352.38 lakh have been incurred till date. Due to the committed liability, it is expected that the entire amount would be exhausted by the end of the current Financial Year.

(f) Any NGOs/ Charitable Society/Institution /Self help Group should have experience of minimum 3 years of successful operation in welfare activities, can open the Jan Aushadhi stores outside of the hospital premises for whom the scheme provides incentive upto Rs. 1.5 lakhs. This will be given @ 10% of monthly sales subject to a ceiling of Rs 10,000/ per month upto a total of Rs. 1.5 lakhs. Stores opened in North Eastern States and other difficult areas i.e. Naxal affected areas/Tribal areas etc. the rate of incentive would be 15% of monthly sale amount subject to a ceiling of Rs. 15,000/- per month up to total limit of Rs. 1.5 lakhs.
