Question : Female Sterilizations

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the number of women opting for sterilizations is falling in the country and if so, the details thereof during the last three years, State/UT-wise;

(b) whether the Government has any compensation package for sterilization failures;

(c) if so, the details thereof indicating the money expended in this regard during each of the last three years and the current year, State/UT-wise;

(d) whether the Government has noticed any serious flaws in the population control policy; and

(e) if so, the details thereof along with the corrective measures taken in this regard?

(a): The number of women opting for sterilization was 39.5 lakhs in 2014-15; 40.7 lakhs in 2015-16 and 38.7 lakhs in 2016-17.
The State/UT wise detail for the last three years is placed at Annexure I.
(b) & (c): Yes, under Family Planning Indemnity Scheme the clients are compensated for failures following sterilization.

The State/UT wise detail of expenditure under the Family Planning Indemnity Scheme for the last three years and the current year is placed at Annexure II. However no separate detail on expenditure incurred only on failures following sterilization is maintained under the program.

(d): No, the National Population Policy (NPP), 2000 is comprehensive and holistic, with clearly articulated objectives, strategic themes and operational strategies.

(e): Does not arise.
