Question : Schools for Tribal People

(a) the details of the schools for tribal people established in the country, State/ UT-wise during each of the last three years and the current year;

(b) whether less number of schools are functioning in tribal areas, if so, the details thereof and the reasons therefor;

(c) whether school dropouts rate among tribals in primary and secondary level is on rise in the country, if so, the details of such dropouts during the last three years and the current year along with the reaction of the Government thereto, State/ UT-wise; and

(d) the remedial steps taken/being taken by the Government in this regard?

Answer given by the minister

(a) & (b): Ministry of Tribal Affairs (MoTA) provides support under ‘Grants under Article 275(1) of the Constitution of India’ to the State Governments for setting up of Eklavya Model Residential Schools (EMRSs) with the capacity of 480 students in each school. Besides, residential Ashram schools have been set up under the Centrally Sponsored Scheme ‘Establishment of Ashram Schools in Tribal Sub Plan Areas’. The objective of these interventions is to provide congenial environment and facilities to Scheduled Tribe (ST) students for their educational development. During the last three financial years and current year as on 31.07.2018, a total of 87 EMRSs have been sanctioned across the country as at Annexure 1. As on 31.07.2018, total number of functional EMRSs is 219 and the number of functional Ashram Schools that have been funded by MoTA and run by States as on 19.03.2018 is 1099.
Apart from the above, Government through Ministry of Human Resource Development is implementing various interventions which provides for opening of new schools and additional rooms in schools. As per Unified District Information System for Education (U-DISE), developed by the National University of Educational Planning and Administration (NUEPA), 2015-16, total number of Schools functional in 177 Districts having ? 50% ST population including 14 Left Wing Extremism (LWE) affected Districts having =25% ST population is as under:

(c) & (d): As per statistics available in U-DISE, 2014-15 and 2015-16 annual average dropout rate by educational level among Scheduled Tribes during 2013-14 and 2014-15 is as under:

Statement showing State wise annual average drop-out rate by educational level among Scheduled Tribes as per available statistics in U-DISE 2014-15 & 2015-16 is at Annexure 2.

States have been advised and funded by MoTA to take the following measures to address the issue of drop out and to improve literacy rates among tribal people:

(i) Development of Bilingual Primers containing text both in regional and tribal language but in local official script through Tribal Research Institutes.

(ii) Content of the primers in the Tribal Cultural context.

(iii) School vacation to be in synchronization with major tribal festivals.

(iv) Construction of Girls toilets to check girl drop out, for physical safety, and to address sanitation issues.
(v) Schools being positioned as nursery grounds for spotting & nurturing of natural talents of ST students for Academics, Sports, Traditional & Modern Skills etc.

(vi) Expansion of Scope of Education for Tribal children to include sports, physical education, work education, vocational education, Tribal Art, painting, crafts, kitchen gardening, health, hygiene and nutrition, etc. to make the school education useful, relevant and interesting for the children and tribal communities.

(vii) Promotion of Kitchen garden and Sports.

(viii) Traditional Food (minor millet) in school meals.

(ix) School management to engage teachers to overcome shortage.

(x) 100% physical enrolment of children.

(xi) Engagement of trained lady health workers as Warden / Asstt. Wardens in girls’ hostels.

(xii) Implementation of scheme of Pre-matric and post-matric Scholarship for STstudents.
