Question : SOCIO ECONOMIC AND CASTE CENSUS

 

(a) the status of Socio Economic and Caste Census (SECC) 2011 in various States/UTs;

(b) whether the Government is proposing to prepare BPL list from SECC data;

(c) if so, the criteria fixed for the identification of BPL families;

(d) the States/UT-wise details of expenditure incurred so far for SECC 2011;

(e) whether people are not building toilets in their households in order to gain the four points that were awarded according to the earlier BPL survey of 2002 so that they could become BPL beneficiaries, if so, the details thereof, and

(f) whether new parameters and measures were undertaken in the new survey to offset such contradictions and if so, the details thereof?

(a) Status of Socio Economic and Caste Census (SECC) 2011 in various States/UTs as on 02.03.2015 is given as Annexure -I.  

(b)  Yes Madam  

(c) The criteria for identification of BPL families in rural areas are based on exclusion, inclusion and deprivation indicators.  

(d) State/UT wise detail of release made so far for SECC 2011 is given as Annexure-II.  

(e): No such report has been received from the State Governments/UT Administrations.  

(f): Yes Madam, the parameters on which household data was collected under SECC to take care of any such deficiencies.
