Question : Rise in Kidney Diseases

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the number of people suffering from kidney diseases are on the rise in the country and this disease has spread even in small cities and villages, if so, the details thereof;

(b) whether the Government is aware that regular treatment is required in such diseases but the farmers, middle class people and labourers who are not covered under Ayushman Bharat Yojana are spending Rs. 25-30,000 per month on dialysis which is affecting the lives of their family, if so, the reaction of the Government thereto;

(c) whether treatment for kidney disease is not available in Government hospital of Darbhanga, Bihar and the patients are compelled to spend Rs. 2000-2500 on dialysis in private hospitals and if so, the corrective measures proposed to be taken by the Government;

(d) whether the Government proposes to provide the facility of free dialysis to such patients who do not have Ayushman card; and

(e) if so, the details thereof?

(a) to (e): As per Indian Council of Medical Research (ICMR) report “India: Health of the Nation’s States”, Disability Adjusted Life Years (DALY) rate related to chronic kidney disease increased by 12% between 1990 to 2016. ICMR has undertaken a study on prevalence of Chronic Kidney Diseases in the Indian population in a multi-centric project initiated at 7 centers of the country viz. Delhi, Jaipur, Hyderabad, Bhubaneswar, Kolkata, Guwahati, Mumbai. The initial trends of data indicates a community prevalence of CKD on first screening, ranging from 5.5% to 18.2% with an average prevalence of 11.4% on first screening.

The Government has launched Pradhan Mantri National Dialysis Programme(PMNDP) during year 2016-17 to support all district hospitals in a Public-Private Partnership (PPP) mode under the National Health Mission(NHM). Under PMNDP, financial support is provided to all the States/UTs to provide dialysis services, free of cost to Below Poverty Line patients. Implementation of PMNDP under NHM has not started in Bihar. However, as per available information, dialysis service is available in Darbhanga Medical College with seven dialysis machines, but the service is chargeable to patients.+3.
