Question : Contract Labours

(a)the number of contract labours working in the public/private sectors across the country, State/UT-wise including Maharashtra;
(b)whether the Government is planning to allow employer or contractor hiring contract labour to file a unified annual return;
(c)if so, the details thereof and the reasons therefor; and
(d)the time by which it is likely to be implemented?

(a): The State-wise number of contract workers working in the Central Government, Public Sector Undertakings in the Central Sphere for the last three years is enclosed as Annexure-A.
(b) to (d): A proposal to allow employer or contractor hiring contract labour to file a unified annual return was under consideration of the Government. After due deliberation, a draft notification for amending Rule 82 of the Contract Labour (Regulation & Abolition) Central Rules, 1971 was issued to give effect to the above stated objective and comments of stakeholders were solicited vide Notification No. G.S.R. 203 (E) dated 07.03.2017 within the prescribed time limit of thirty days from the date of issuance of the said notification.
