Question : COMMISSION ON TRIBALS



(a) whether the Government appointed the second constitutional commission on Scheduled Tribes and Scheduled Areas under the Chairmanship of Shri Dilip Singh Bhuria;

(b) if so, the purpose of this Commission;

(c) whether before that report of the commission could be finalized the Government circulated a draft national policy on tribals; and

(d) if so, the status of the Bhuria Commission; and

(e) the status of the draft national policy on tribals?

(a) & (b) Yes, Sir. The purpose of the Scheduled Areas and Scheduled Tribes Commission was to examine the socio-political and administrative set up, development strategies, constitutional provisions and matters connected with administration of the scheduled areas and/or the welfare of the scheduled tribes in the country and formulate an outline of a viable comprehensive tribal policy.

(c) to (e) The Draft National Policy for Tribals was circulated prior to receipt of the report of the Scheduled Areas and Scheduled Tribes Commission. The Ministry is working on the Draft National Policy for Tribals taking comments/views of the experts and also recommendations of the zonal seminars into consideration.
