STATEMENT REFERRED TO IN REPLY TO PARTS (a) & (b) OF LOK SABHA STARRED QUESTION NO. 211 DUE FOR REPLY ON 3rd AUGUST, 2021.
(a): Department of Agriculture and Farmers Welfare (DA&FW) is implementing the National Food Security Mission (NFSM) in the country which aims at increasing the production of rice, wheat, pulses, coarse cereals (maize and barley), nutri-cereals (jowar, bajra, ragi and small millets), and oilseeds and oil palm through area expansion and productivity enhancement in a sustainable manner in the identified districts of the country. The objective of the mission is also for restoring soil fertility and productivity at the individual farm level, enhancing farm level economy to restore confidence amongst farmers.In order to encourage water use efficiency, assistance is being provided to the farmers for purchase of pumpsets, water carrying pipes, sprinkler sets and mobile raingun through the State Governments and Union Territories (UTs) under NFSM.
(b): Government is implementing Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) with the objective to enhance physical access of water and expand cultivable area under assured irrigation, improve on-farm water use efficiency, introduce sustainable water conservation practices, etc. The components of PMKSY are as under:
i. Accelerated Irrigation Benefit Programme (AIBP): Major and Medium Irrigation projects including National projectsare being implemented by the Department of Water Resources River Development & Ganga Rejuvenation (DoWR, RD&GR). During 2016-17 under PMKSY-AIBP, 99 projects having ultimate potential of 76.03 lakh hectare have been prioritized for completion. Out of which, 41.39 lakh hectare of irrigation potential was created upto March, 2016. Against the balance ultimate potential of 34.64 lakh hectare, 22.47 lakh hectare has been achieved till March, 2021.

ii. PMKSY-HarKhetKoPani (HKKP): Source Augmentation, distribution, ground water development, lift irrigation, diversion of water from water plenty to water scarce areas, repair, restoration, renovation of traditional water bodies are being implemented by DoWR, RD & GR under PMKSY-HKKP. In Ground water irrigation component, 0.36 Lakh ha command area has been covered during last two years (2019-21)and under Surface Minor Irrigation schemes, the target irrigation potential creation is 10.529 lakh hectare and out of which 6.84 lakh hectare is reported created upto March, 2021. Under Repair, Renovation and Restoration (RRR)component, target irrigation potential restoration of these schemes is 1.89 lakh hectare and out of this, 1.319 lakh hectare is reported to be restored till March, 2021.
iii. PMKSY-Per Drop More Crop (PDMC): Focuses on enhancing water use efficiency at farm level through Micro Irrigation viz. Drip and Sprinkler Irrigation System being implemented by DA&FW. An area of 57.3 lakh ha under micro-irrigation has been covered during 2015-16 to 2020-21 under PMKSY-PDMC.
iv. PMKSY-Watershed Development Component: Ridge area treatment, drainage line treatment, soil and moisture conservation, water harvesting structure, livelihood support activities and other watershed works being implemented by Department of Land Resources. Under PMKSY-watershed component, 7.53 lakh water harvesting structures have been created /rejuvenated. An additional area of 16.07 lakh ha has been brought under protective irrigation during the period from 2014-15 to 2020-21.
