Question : DIVERSION OF CENTRAL ROAD FUND



(a) the total amount allotted to the States out of the Central Road Fund during each of the last three years, State-wise;

(b) the details of the works undertaken by the State Governments from this fund, State-wise;

(c) whether the Government are aware that the funds allotted to the State Governments are being diverted to construct/repair State Highways as well as major districts roads;

(d) if so, the facts thereof, State-wise; and

(e) the measures being taken by the Government to ensure proper utilisation of funds and timely completion of the projects undertaken?

(a) State-wise accrual of funds under Central Road Fund (CRF) during the last three years and current year is given at Annex-I.

(b) The proposals for improvement of State Highways, Major District Roads and roads of importance other than National Highways and Rural Roads are undertaken under CRF. Number of works approved and value of these works in various States out of Central Road Fund are given at Annex-II.

(c) Central Road Fund released to the State Governments is meant for improvement of State Highways, Major District Roads and other roads of importance. Hence, the question of diversion of funds to these categories of road does not arise.

(d) Does not arise.

(e) Initially, in the year 2000-01, 1/3rd of the annual accrual under Central Road Fund was released to respective States for utilization on the approved works. State Governments are required to submit the utilization certificate for the funds utilized along with the physical and financial progress reports. Further funds are released only on the basis of utilization certificates and progress report. This is to ensure that funds allotted are utilized only for approved works. The matter is taken up with the State Governments time to time to expedite the completion of work in time.
