(a): As part of the Reform initiatives under the JnNURM to bring about urban transformation, the Community Participation Law (CPL; reform aimed at strengthening municipal governments by Institutionalizing citizen participation and introducing the concept of Ward Committee and Area Sabhas was taken up. One of the milestones set for this Reform was to oversee the constitution of these Ward Committees at the municipality level. The review of the functioning of these ward committees and Area Sabhas was not set as a milestone under the Reform.
