(a) whether the annual grant under Tribal Sub-Plan to Orissa is very low while considering
the percentage of the tribal population of the state to the country’s tribal population;
(b) if so, the details thereof and the reaction of the Government thereto;
(c) whether, the Union Government has received any request from the State Governments
particularly from Orissa to increase the grants under Tribal Sub- Plan; and
(d) if so, the details thereof and the action taken thereon?

(a), (b), (c) & (d): Under Special Central Assistance to Tribal Sub-Plan (SCA to TSP),
the Ministry of Tribal Affairs has released annual grant of Rs. 74 crore to the State of
Orissa during 2007-08. The allocation of annual grant under SCA to TSP is based on the
population and the area of Scheduled Tribes in the States concerned in accordance with
guidelines laid down for the purpose.
Proposals are received from various States including Orissa for increase in grants under
SCA to TSP from time to time. However the allocation of funds to the States is done based
on the criteria laid down under the guidelines.
