Question : Allotment of Stalls at Railway Stations

(a) whether Scheduled Castes (SCs) and Scheduled Tribes (STs) are not being given the benefit of reservation in allotment of stalls at railway stations;
(b) the reaction of the Government in this regard along with the provisions of the Railway Board made in this regard;
(c) the total number of stalls allotted under the said provisions, Divisional Railway Manger-wise along with the number of stalls out of these stalls allotted to the SCs and STs; and
(d) the special efforts being made by the Government to ensure proper compliance of prescribed quota in allotment of stalls at railway stations?

(a), (b) & (d): The Catering Policy 2010, presently in force on the Railways, provides for 25% reservation in allotment of minor static catering units at A, B & C categories of stations and 49.5% reservation in allotment of minor static catering units at D, E & F categories of stations, with a view to protect interests of socially backward and economically weaker sections of the people. Out of the total 25% reservation at A, B and C category stations, a quota of 6% for Scheduled Castes (SCs) and 4% for Scheduled Tribes (STs) has been reserved for allotment of minor catering units. Similarly, out of the total reservation of 49.5% at D, E & F category of stations, a quota of 12% and 8% for SCs and STs respectively, has been reserved. Similar reservation provisions also exist in Miscellaneous Articles Stall Policy 2012 for allotment of miscellaneous articles stalls at Railway Stations in the country. These reservation provisions are being followed over all the 16 zonal railways across the country.
