Question : Collection of Toll Tax in Jharkhand

(a) the total number and details of toll plazas operational in Jharkhand;
(b) the total tax collected from these toll plazas annually in Jharkhand;
(c) whether complaints of illegal charging of toll tax by the toll plazas in Jharkhand have been received by the Government and if so, the details of action taken thereon by the Government;
(d) the number of toll plazas against whom the Government has received complaints of illegal charging of toll tax in Jharkhand along with the details of the action taken thereon by the Government; and
(e) whether the Government proposes to close down those toll plazas which have recovered their construction cost and if so, the details thereof?

(a) &(b) As on 29.02.2020, eight (08) fee plazas are operational on National Highways (NH) in the State of Jharkhand. The details of fee plazas alongwith fee collection in 2018-19 are as under –

(c) &(d) The details of the complaints received in National Highways Authority of India (NHAI) are as under-

Sosokhurd Overcharging The complaint of overcharging was investigated and penalty was levied on the user fee collection agency in accordance with the contract provisions. The penalty amount is being recovered as per procedure.
Ghangari Overcharging Complaints of overcharging were received and penalties in accordance with contract provisions were levied on the user fee collection agency.

(e) No, Sir. As per National Highways Fee Rules, the user fee is collected in perpetuity. In case of Public Private Partnership (PPP) projects, after completion of the concession period, the user fee is to be collected by Central Government at reduced rates of 40%. In case of a public funded project, the user fee rates are to be reduced to 40% after recovery of capital cost of the project.
