(a) the amount spent under different schemes and on various employment exchanges for providing employment during the last three years, State-wise;

(b) the number of people provided employment under these schemes and by employment exchanges, scheme-wise and State-wise;

(c) whether the unemployed persons have not been significantly benefited from these schemes and employment exchanges;

(d) if so, the details and reasons therefor; and

(e) the steps taken/proposed to be taken by the Government to make these schemes more effective?

a) to d) Various schemes for poverty alleviation and employment generation are being implemented through various State Governments. These are being run by sharing of expenditure between Central and State Governments. Details of expenditure and the employment generated during the last three years in various employment generation schemes are given in Annexure-I. Some of the State Government are also implementing employment generation programme through their own funds.

The Employment Exchanges are under the administrative and financial control of the respective State/U.T. Governments. The details of expenditure incurred on Employment Exchanges are not maintained. Employment Exchanges register job-seekers and forward names against requisitions. They do not have any influence on the availability of jobs and as such can not provide jobs. However placement effected by the Employment Exchanges during the year 2000 is given in Annexure-II.

e) The progress of employment generation programmes is reviewed from time to time and reorganized/modified as and when found necessary. A number of employment generation schemes have been integrated to provide more focus and improve the efficiency. For instance, the schemes of IRDP, million wells scheme, TRYSEM, DWCRA have been restructured and integrated into the Swarna Jayanti Gram Swarojgar Yojana.
