(b) The Ministry of Road Transport & Highways is implementing a scheme with effect from 15.03.2010 for providing one time Central assistance to the extent of 50% of the project cost for implementation of information technology projects to States / State Road Transport Undertakings (SRTUs) in their public transport systems. Under the scheme, project proposals of twenty two State Road Transport Undertakings (SRTCs) of seventeen States have been approved so far. Out of Rs. 90.19 crore sanctioned as Central assistance so far, Rs. 65.43 crore has been released to the States / SRTUs during the last three years (2010-11 to 2013-14). Details of financial assistance sanctioned / released to States / State Road Transport Undertakings is given at Annexure.

(e) Another scheme of Ministry of Road Transport and Highways, viz “Security for Women in public road transport in the country” with an objective to ensure safety of passengers, particularly of women and girl child in public transport by monitoring location of State owned public road transport vehicles to provide immediate assistance in minimum response time to the victims in distress, has been approved by the Cabinet in its meeting held on 02.01.2014. The scheme provides for setting up of a unified system at the National Level (National Vehicle Security and Tracking System) and State level (City Command and Control Centre) for GPS tracking of the location of, emergency buttons in and video recording of incidents in public transport vehicles, in 32 cities of the country with a population of one million or more. The scheme will be funded by Ministry of Finance from “Nirbhaya Fund”.
In order to introduce Information Technology as a part of e-Governance Programme in the Road Transport Sector and to ensure uniformity and inter-operability throughout the country, the Government sanctioned a project for creation of National Register and State Registers of Driving Licenses (DLs) and Registration Certificates (RCs) of Motor Vehicles. The Ministry entrusted National Informatics Centre the task to standardize & deploy the software viz. VAHAN for Vehicle Registration and SARATHI for Driving Licenses and compilation of data with respect to Vehicle Registration and Driving Licenses of all the states in State Register and National Register.
