Question : FAMILY PLANNING INDEMNITY SCHEME



(a) the objectives and the key features of Family Planning Indemnity Scheme;

(b) whether the Government has released funds to States/UTs under the Scheme to compensate families of victims who died as a result of botched up sterilisation procedures, if so, the details of funds spent /utilised by the high focus States and non-high focus States during the last three years, State/UT-wise;

(c) whether out of the total sterilisation operations performed during 2012-13, tubectomy/laparoscopic sterilisations accounted for 97.4 per cent, while male vasectomy operations considered less complicated and risky, accounted for only 2.5 per cent and if so, the details thereof;

(d) whether the Government the proposes to make changes in the sterilisation campaigns encouraging male sterilisation by withdrawing the incentives for female sterilisations and mass camps; and

(e) if so, the details thereof?

(a): The objectives and the key features of the Family Planning Indemnity Scheme is to indemnify all acceptors of sterilization as also doctors conducting sterilization operation in both public and accredited private/NGO sector health facilities for the unlikely events of deaths/complications/failures following sterilization operations.

(b): Yes. The Family Planning Indemnity Scheme has been in operation since 1st April 2013 and the details of the funds spent and utilised are given in the Annexure.

(c): Yes. The government offers a basket of choice of contraceptives and adoption of any method depends on the clients’ choice.

(d): No. there is no such proposal at present.

(e): Does not arise.
