Question : Funds for Modernization of State Police Force

(a) the details of the funds sanctioned, allocated, utilised and disbursed of additional funds as an incentive for better performance by the States and for Modernization of State Police Forces Scheme in the country during the last three years and the current year, State-wise;

(b) the details of the work being carried out under the Modernization of State Police Forces Scheme in naxalites areas in the State like Chhattisgarh; and

(c) whether any special allowance is provided as incentive in the said naxal affected areas; and

(d) if so, the details thereof ?

(a): Since ‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule of the Constitution of India, it is primarily the responsibility of the State Governments/UT Administration to modernize police establishments. However, the Central Government supplements the efforts of the State Governments towards equipping and modernizing their police forces, including modernizing police establishments, by providing financial assistance under the scheme of ‘Assistance to States for Modernisation of Police(ASMP)’(which was earlier known as ‘Modernization of State Police Forces’ scheme). The details of the funds allocated and released and incentive for better performance released by the Government of India and utilized by the State Governments under this scheme during the last three years and the current year, State-wise are at Annexure.
(b): The details of the work approved under the scheme in Left Wing Extremism (LWE) affected areas include construction of barracks, police stations and outposts, and procurement of various vehicles, weaponry and equipment,
(c) and (d): No special allowance is provided as incentive in the naxal affected areas under the scheme of ‘Assistance to States for Modernisation of Police’.
