STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO.255 TO BE ANSWERED ON 21ST MARCH, 2022 ASKED BY SHRI PARVESH SAHIB SINGH VERMA REGARDING DROPOUT FROM SCHOOLS UNDER DELHI GOVERNMENT
(a): The Department of School Education and Literacy (DoSEL), Ministry of Education has developed the Unified District Information System for Education Plus (UDISE+) system to record data on indicators of school education provided by all the States and Union Territories. As per latest information based on UDISE 2019-20, the number of schools and students enrolled in them in case of Delhi, in the year 2019-20 is as under:

(b): The grade-wise annual average dropout rate of Delhi Government schools from class 9 onwards based on UDISE 2019-20 is as under:

(c): The students of some categories, of Delhi Government Schools are being enrolled in NIOS, like the Students of class IX/X who were enrolled and had appeared in Annual Exam but their result was declared as failed (one or more times)/ Compartment in the session, Students of class IX/X who were enrolled and could not appear in annual exam in the session and whose School Leaving Certificate (SLC) must not have been issued etc.
(d): Education is in the concurrent list of the Constitution and majority of the schools are under the domain of the respective State and UT Government which is the appropriate government under the RTE Act, 2009. Ministry of Education issues various advisories/ guidelines to all the States/UTs to ensure the implementation of all the provisions of the RTE Act, 2009 in their respective jurisdiction from time to time. Further half yearly meeting is conducted with State/UTs to monitor the progress of implementation of Samagra Shiksha program.
Project Approval Board (PAB) meeting is conducted every year with the respective State/UT Government to consider, discuss and approve the various interventions under the schemes prepared by the States and UTs based on their requirements and priority areas under various schemes including the interventions aimed at ensuring that the students from disadvantaged groups are brought into the education fold.
