Question : Pesticides Management Bill

(a) whether the Government is considering to extend the definition to include insecticides, fungicides, herbicides, acaricides under Pesticides Management Bill, if so, the details thereof and if not, the reasons therefor;

(b) whether this statute is applicable to pesticides in healthcare use and household use and if so, the details thereof;

(c) whether the Government is planning to incorporate a needs and alternatives assessment into the regulatory regime where pesticides are to be registered only when alternatives are unavailable; and

(d) if so, the details thereof and if not, the reasons therefor?

(a): The definition of the pesticides under the Pesticides Management Bill will cover insecticides, fungicides, herbicides and acaricides.

(b): The Bill is applicable to pesticides in healthcare use and household use.

(c) & (d): The Bill provides that while making a decision regarding the registration of a pesticide, the Registration Committee shall be guided by factors including safety, efficacy, necessity, end-use of the pesticide, risk involved and the availability of safer alternatives to the pesticides.
