Question : Financial Assistance for Creation of Cultural Infrastructure

(a) the total amount disbursed to states under the Scheme of Financial Assistance for Creation of Cultural Infrastructure since the inception of the scheme;

(b) whether the Government has any review mechanisms to check the utilization of funds disbursed under the scheme;

(c) the details of structures built or improved under the scheme, State-wise and down to district level for Rajasthan and Himachal Pradesh;

(d) whether the Government has prepared an action plan for the upcoming year, if so, the details thereof including for Rajasthan and Himachal Pradesh; and

(e) whether the Government collects yearly action plans from the States, if so, the State-wise details of action plans for the upcoming year?

(a) The Scheme of Financial Assistance for Creation of Cultural Infrastructure is a Central Sector scheme with the following three components:-

Component-I: Financial Assistance for Building Grants including Studio Theatres.

Under the scheme component, financial assistance is provided to Not-for-profit organizations, Government sponsored bodies, Universities Departments or Centers and Colleges engaged in promoting the performing arts. However, under this scheme component no application has been received and financial assistance has not been disbursed to Government sponsored agency till date.

Component-IB: Financial Assistance for Allied Cultural Activities.

Under the scheme component, financial assistance is provided to Not-for-profit organizations, State Government/ Union Territories / District Authorities. An amount of ?18.14 crores has so far been disbursed to the State Governments under the scheme.


Component-II: Financial Assistance for Tagore Cultural Complexes (TCC).

Under the scheme component, financial assistance is provided to Not-for-profit organizations, State Government/ UT Administrations, bodies set up or sponsored by State Government / UT Administrations, bodies set up or sponsored by Central Government organizations. An amount of ? 54.40 crores has so far been disbursed against the project proposals submitted by Department / agencies of the State Governments.

(b) After release of 1st installment of financial assistance, the project authority / organization is required to submit certain documents including Utilization Certificate by Chartered Accountant, Physical & Financial progress report, audited statement of accounts, certificate from local civic authority or registered architect regarding progress of the project etc. The 2nd installment is released based on the submission of above documents by the project authority / organization. Further, release of 2nd installment is also subject to physical inspection of the project site by the officials of the Ministry of Culture or its organisations or by a third party agency etc.

(c) The details of projects belonging to the States of Himachal Pradesh and Rajasthan which have been sanctioned / disbursed financial assistance under the scheme for creation of cultural infrastructure is at Annexure-I.

(d) & (e) The scheme of financial assistance for creation of cultural infrastructure is a Central Sector Scheme which is open throughout the year for the eligible applicants to apply. As such, there is no provision to invite any yearly action plan from the States.
