Question : GRANTS UNDER DDRS



(a) whether the Government proposes to continue providing grants to handicapped persons under the Deendayal Disabled Rehabilitation Scheme (DDRS) and Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances (ADIP) schemes;

(b) if so, the details of the grants provided and the number of people benefitted during the last three years and the current year, State-wise;

(c) the details of criteria followed by the Government for providing grants to differently abled under the said scheme; and

(d) whether there is any ceiling/limit for providing funds/grants under the scheme and if so, the details thereof?

(a) Yes, Madam.

(b) Under ADIP Scheme, the State-wise release of grant-in-aid and the number of beneficiaries during the last three years and current year is at annexure-I

Under DDRS, a statement indicating State/UT wise, year-wise details of admissible grant -in-aid released and the number of beneficiaries during the last three years and current year is at annexure-II.

(c) & (d) To be eligible under the ADIP Scheme, a person fulfilling following conditions would be eligible for assistance.

i. An Indian citizen of any age.

ii. Should have a disability certificate of a person suffering from not less than 40% of any disability as certified by a medical authority.

iii. Monthly income from all sources should not exceeding Rs. 20,000/- per month.

iv. In case of dependents, the income of parents/guardians should not exceed Rs. 20,000 /- per month.

v. should not have received assistance during the last 3 years for the same purpose from any source. However, for children below 12 years of age, this limit would be one year.

Aids/appliances which do not cost more than Rs. 10,000/- are covered under the Scheme for single disability. However, in the case of Students with Disabilities (SwDs)beyond IX class, the limit is Rs.12,000/- and in the case of multiple disabilities, the limit will apply to individual items separately in case more than one aid/appliance is required.

The amount of assistance under ADIP is as follows:-

Total Income Amount of Assistance

(i) Upto Rs. 15,000/- per month

(ii) Rs.15,001/- to Rs. 20,000/- per month
(i) Full cost of aid/appliance

(ii) 50% of the cost of aid/appliance

To be eligible under DDRS, the NGOs fulfilling following conditions would be eligible for assistance for their projects:-

i. Organisations registered under the Societies Registration Act, 1860 (XXI of 1860), or any relevant Act of the State/Union Territory; or,

ii. A public trust registered under the law for the time being in force; or,

iii. A charitable company licensed under section 25 of the Companies Act, 1958,

Further, the registration should have been in force for at least 2 years at the time of applying for grant under this scheme.

The quantum of support/ grant-in-aid, determined on the basis of the scope and merits of the project proposal, could be upto 90% of the budgeted amount for a project, based on prescribed cost norms. To encourage gradual self-reliance of NGOs, tapering of grant is applied in projects already funded for 7 years in urban areas by 5% every alternate year, so as to reduce the level of funding to 75%.
