Question : Operation Greens

(a) the salient features of Operation Greens and the details of expenditure in relation to Operation Greens for Tomato-Onion-Potato crops;

(b) the status of fulfilment of each of the long term integrated value chain development projects;

(c) the details of eligible organizations availing financial assistance under Operation Greens, category-wise and State-wise;

(d) the details of expenditure incurred under Operation Greens from 2018-19 till date;

(e) the details of the funds released for this scheme and the amount spent thereon till date; and

(f) whether the Government propose to take any step to benefit farmers and common people after reviewing the operation greens scheme?

(a): A central sector scheme “Operation Greens – a scheme for integrated development of Tomato, Onion and Potato (TOP) value chain” with a budgetary allocation of Rs. 500 crores was launched in November 2018. The salient features of the scheme are as under:-

i. Enhancing value realisation of TOP farmers by targeted interventions to strengthen TOP production clusters and their FPOs, and linking/connecting them with the market.
ii. Price stabilisation for producers and consumers by proper production planning in the TOP clusters and introduction of dual use varieties through convergence with the scheme implemented by Mission for Integrated Development of Horticulture (MIDH) and State Governments.
iii. Reduction in post-harvest losses by creation of farm gate infrastructure, development of suitable agri-logistics, creation of appropriate storage capacity linking consumption centres.
iv. Increase in food processing capacities and value addition in TOP value chain by creating firm linkages with production clusters.
v. Setting up of a market intelligence network to collect and collate real time data on demand and supply and price on regional and seasonal basis to moderate and check localized gluts of TOP crops.


The scheme has following two-pronged strategies: -

(I) Price Stabilisation Measures (for short term)
During the glut situation, (to evacuate surplus production from the producing area to the consumption centres), following measures are taken: -

i. Transportation of TOP crops from surplus to deficit markets
ii. Hiring of appropriate storage facilities, including cold storage

For this 50% of cost of transportation and 50% of cost of hiring appropriate storage facilities are applicable as subsidy at the time of harvest. NAFED is the nodal agency for disbursement of subsidy under this component to the eligible organisation.

(II) Integrated value chain development projects (for long term):- This consist of the following components:-

i. Formation and Capacity Building of FPOs
ii. Quality production
iii. Post-harvest processing facilities-at farm gate
iv. Post-harvest processing facilities-at main processing site
v. Agri-Logistics
vi. Marketing/consumption Points

For this, applicable grant-in-aid is at the rate of 50% (70% in case of FPOs) of the eligible project cost in all areas, subject to maximum of Rs. 50 crores per project.

(b): Under long-term measures, Ministry had approved 5 integrated value chain
projects under the scheme with total project cost of
? 425.83 Crore
, including
approved grant-in-aid of ? 161.15 Cr. All the 5 projects are under implementation. Grant is released to project implement agencies (PIA) in four installments after completion of defined milestones in the form of compliance with the conditions prescribed in the scheme guidelines.

(c): The category and State wise details of these five projects is annexed at Annexure-I.

(d) & (e): In addition to fund released to integrated value chain development projects as per Annexure-I, Ministry has released an amount of Rs. 5 Crores to NAFED as advance for disbursement of subsidy to the eligible organization under the scheme and and Rs. 0.5 Cr to NAFED towards administrative expenses under short-term Price Stabilization measures.

(f): Based on the feedback and suggestion received from various stakeholders, Ministry is conducting desk research/internal review of Operation Greens Scheme.
