Statement indicated in the reply to Lok Sabha Starred Question No.223 for 30.7.2002
(a) to (e) Reforms have been introduced in the rural water supply sector from 1999 to institutionalise community
participation in the Rural Water Supply activities, to ensure sustainability of the drinking water supply systems and sources. The
reforms introduced advocates a paradigm shift from a centralised, Government-oriented and supply-driven Rural Water Supply
Programme to a decentralised, people-oriented and demand-driven one and envisages shifting the role of the Government from
that of a service provider to a facilitator . As such, rural water supply schemes under these projects are implemented as per the
demand of the community and are not target-based.
Pilot Projects for implementation of Sector Reforms have been sanctioned for 67 districts in 26 States. Funds have
been released for implementation of 65 of them. Details of funds released so far, for implementation of the Sector Reforms
Projects to the districts, the funds utilised and the community participation through their part funding of the capital cost of
works, State-wise and district-wise, is at Annex-I.
Being a new reforms initiative and process project, each of the Projects is to be implemented over a period of about 3
years, the progress in physical and financial terms in some of the districts is slow and consequently, the utilisation of funds is
low. Main reasons for this are that the software components of the Projects, like Information, Education and Communication,
Human Resource Development and Capacity Development take longer time. These components normally precede the
implementation of works. Even though, the slow progress of the implementation is understandable, the project implementation
needs to be steady. During the recent review of these Projects done in a National Conference on June 28, 2002, many
Projects were found to be doing well and few are slower than desirable. It is, therefore, proposed to reconsider the
continuance of such of projects, which do not achieve visible progress, by end of September 2002.
