Question : Security of Stations

(a) the number of vulnerable railway stations in the country as on date;

(b) whether the Government has received many complaints regarding inadequate security arrangement for the passengers at such railway stations during each of the last three years and the current year;

(c) if so, the details thereof;

(d) whether the Government has installed advanced integrated security equipments at such railway stations to provide adequate security to the passengers;

(e) if so, the details thereof; and

(f) the other corrective measures taken by the Government in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF UNSTARRED QUESTION NO. 1492 BY SHRI MITESH RAMESHBHAI PATEL (BAKABHAI) AND SHRIMATI SHARDABEN ANILBHAI PATEL TO BE ANSWERED IN LOK SABHA ON 27.11.2019 REGARDING SECURITY OF STATIONS

(a): Vulnerability assessment of stations is a continuous exercise and stations identified sensitive on the basis of factors like threat perception, strategic importance, crowd throughput among others are given special focus in security management.
(b) and (c): Number of complaints for inadequate security received in the last three years are 43 (2016), 37 (2017) and 32 (2018). Prompt action was taken on all these complaints on their receipt, in coordination with Government Railway Police (GRP).
(d) to (f): Policing of Railways being a State subject, prevention of crime, registration of cases, their investigation and maintenance of law & order in Railway premises as well as on running trains and security of railway tracks, tunnels & bridges are the statutory responsibility of the State Governments, which they discharge through Government Railway Police (GRP). RPF supplements the efforts of GRP to provide better protection and security of passenger are and passengers and for matters connected therewith.
State Level Security Committee for Railways (SLSCR) have been constituted for all State/Union Territories (UTs) under the Chairmanship of respective Director General of Police/Commissioner of States/UTs for regular monitoring and review of security arrangement over Railways. Regular analysis of crime and modus operandi adopted by criminals is done to identify crime prone trains, stations & sections and detection of crime against passengers in such trains/stations & sections in coordination with Government Railway Police (GRP). Security has been identified as one of the priority areas by Railways for strengthening and upgradation. Security measures are initiated to strengthen overall security of railway stations including access control at important railway stations, guarding of platforms, surveillance through Close Circuit Television (CCTV) cameras, operationalisation and upgradation of Security Help Line number 182 etc., escorting of trains in vulnerable sections, deployment of women security personnel in ladies coaches, drive against unauthorized person in Railway station and trains among others.
Further, with a view to strengthen surveillance mechanism at sensitive railway stations, installation of an Integrated Security System (ISS) has been approved for 202 identified stations comprising of CCTV surveillance system, access control, personal and baggage screening system and bomb detection system. CCTV cameras have already been provided at over 133 identified railway stations under ISS. In addition, 167 baggage scanners, 1833 hand held metal detectors, 58 under vehicle scanning system (UVSS) and 86 bomb detection items have also been provided under ISS.
