Question : Skill Development Courses

(a) the various subjects included in skill development course for making school education employment-oriented in the whole country;
(b) the details thereof including the number of students benefitted through it;
(c) whether the Government schools of the country do not lack basic facilities and trainers for this purpose and if so, the details thereof; and
(d) whether the Government has taken any measures to remove the said shortage and if so, the details thereof?

(a) to (b): The Department of School Education and Literacy is implementing the scheme of Vocationalisation of School Education under the Centrally Sponsored Scheme - Samagra Shiksha. The scheme aims at integrating Vocational Education with general academic education in all Secondary/Senior Secondary schools; enhancing the employability and entrepreneurial abilities of the students, providing exposure to work environment; and generating awareness amongst students about various career options so as to enable them to make a choice in accordance with their aptitude, competence and aspirations. The scheme covers Government and Government aided schools.
Under Vocationalisation of School Education, NSQF compliant vocational courses, based on the Job roles which have been approved by National Skill Qualification Committee (NSQC) under National Council of Vocational Education and Training (NCVET), are offered to the students from Class IX to XII in the schools covered under the scheme along with other academic subjects. There is a provision for arranging hands on training, field visits, on the job training for students in industrial set up and guest lecturers from industry. The State Boards conduct competency based assessment of skills of the students in collaboration with the concerned Sector Skill Council (SSC). Employability Skill module has been made a mandatory part of the vocational Courses. It consists of Communication Skills, Self-Management Skills, Information and Communication Technology Skills, Entrepreneurship Skills and Green Skills. Under the Scheme, 62 Vocational courses/Job Roles across 20 sectors are being offered in schools at present. The list of courses may be seen at Annexure - I.
14435 schools have been approved under the scheme out of which the scheme has so far been implemented in 11,710 schools with the reported total enrolment of 15,63,319 students. State-wise number of schools approved and functional along with enrolment may be seen at Annexure–II.
(c) to (d):‘Education’ is in the Concurrent List of the Constitution and majority of the schools are under the jurisdiction of the respective State Governments and UT Administration. Hence, the recruitment, service conditions and deployment of teachers/trainers are primarily within the domain of respective State Governments and UT Administrations. However, the scheme has provision inter-alia for financial assistance to States/UTs for setting up of vocational labs, tools and equipment and engaging vocational teachers/trainers. 21271 trainers are engaged in 11710 schools implementing Vocational Education and tools and equipment have been procured in 9547 schools.
