(a) the area under cultivation and production of wheat, pulses oilseeds and gram recorded during the last three years viz-a-viz. in the current year, State-wise;

(b) whether the increase in the area under the cultivation of wheat and pulses has led to decline in the area under cultivation and production of coarse grains;

(c) if so, the details thereof, State-wise; and

(d) the steps being taken by the Government to bridge the gap between the production and demand of coarse gains and oilseeds?

(a) to (c): The all-India area and production of wheat, gram, pulses, coarse cereals and oilseeds during last three years and in the current year are shown in the table below. The corresponding State-wise details are given in the Annexure.

In comparison to 2003-04, area declined under wheat, pulses and coarse cereals during 2004-05. While area increased marginally in case of wheat and coarse cereals, it declined under pulses during 2005-06. As for the current year, 2006-07, area under wheat has increased whereas that under pulses and coarse cereals has decreased. Thus, there is no evidence to show that the area and production of coarse cereals has decreased because of increase in area under wheat and pulses.

(d): There is no report of shortage of coarse cereals in the country. However, there was demand – supply gap in respect of edible oils which was met through imports of 4.17 million tonnes in 2005-06 and 2.16 million tonnes in April to September, 2006. To increase the production of oilseeds in the country, a Centrally Sponsored `Integrated Scheme of Oilseeds, Pulses, Oil Palm and Maize` (ISOPOM) is under implementation. Under this scheme, financial assistance is provided on 75:25 basis between the Government of India and the State Governments for purchase of various inputs. Besides this the Government has been providing remunerative prices to the farmers for increasing oilseeds production.
