Question : Aquiring Land for New Coal Projects

(a) whether Coal India Limited and its subsidiaries are facing difficulties in acquiring land for new coal mine projects and other extended projects in the country;
(b) if so, the details of difficulties being faced by the Government and action taken/being taken in this regard;
(c) whether Coal India Limited (CIL) proposes to set up new coal washeries in the country;
(d) if so, the details thereof and the locations identified along with their capacity; and
(e) whether these washeries will help in improving the quality of coal in terms of ash percentage and heat value therein and if so, the details thereof?

(a) & (b): Subsidiaries of Coal India Limited (CIL) during taking physical possession of the acquired land under CBA(A&D) Act, 1957 are facing following difficulties for their projects :-
i. Delay in authentication of land records by the concerned State Authority.
ii. There is huge mismatch of information between CS (Cadastral Survey) record and RS (Revision Survey) record thus subsidiaries like ECL, CCL are facing problem in identifying the person to whom Compensation and R&R benefits are to be provided for taking physical possession of tenancy land.
iii. CCL is facing problem for GM land record certification and delay in disposal of 4H cases having doubtful ownership.
iv. Problems for taking timely physical possession of land due to Court cases at different Court of Law including Tribunals.
v. Scarcity of suitable land for resettlement site and disagreements amongst villagers regarding choice of resettlement site. Resistance of the host community for allowing the displaced people to settle at the R&R sites.
vi. Unjustified employment, superfluous R&R demands claims by the affected persons.
vii. Subsidiaries are also facing difficulties for getting physical possession of Forest Land from concerned State Forest department even after lapses of considerable time from the date of approval of Stage II under FC Act,1980.

Following actions are being taken by the CIL and its subsidiaries for timely taking physical possession of land for new coal mine projects and other extended projects:-

(a) Subsidiaries are keeping close liaison with the State Authorities and are persuading regularly to resolve the issues of rectification of data in its revenue records, expedite the cases of authentication of Genealogical Trees etc.
(b) Subsidiaries are holding regular meetings with villagers involving Gram Panchayat Pradhans and other public representatives and Government officials for solving the above issues.
(c) Land Cells have been established at Area level as well as district level within the command area of the concerned subsidiaries.
(d) CIL has already adopted Annuity Scheme, CIL, 2020 which is an alternative way for taking possession of tenancy land by providing sustainable regular income in form of annuity to all types of affected family especially small land holders in lieu of direct employment.
(e) Issues are raised in e-CPMP portal and discussed in regular monthly meetings at the level of Chief Secretary of concerned State where senior officers of the subsidiaries are also attending.

(e): Yes, Sir. Coking Coal washeries will help in improving the quality of coal by reducing ash percentage to 18-19% vis-à-vis improving the heat value for use in steel sector and Non-Coking Coal washeries are designed to reduce the ash percentage of raw coal as per the requirement for consistent quality and improvement in heat value.
