Question : Prime Ministers 15 Point Programme for Minorities

(a) the details of State and district level committees formed in Andhra Pradesh under Prime Minister’s 15 Point Programme for welfare of minorities;
(b) whether the minutes of the committee meetings were forwarded to the Government during the last two years and if so, the details thereof;
(c) whether Members of Parliament are part of the district level committees and if so, the details thereof;
(d) whether the Government has taken any steps to review and monitor the implementation of the above Programme and if so, the details thereof;
(e) the details of the expenditure incurred in this regard for financial years 2016-17 to 2020-21 and till date; and
(f) the status of the district level committees for implementation of above programme in Kerala?

(a) to (c): As per the guidelines for implementation of Prime Minister’s New 15 Point Programme for the Welfare of Minorities (PM’s New 15 PP), States/Union Territories are required to constitute State Level Committee (SLC) and District Level Committee (DLC) for implementation of the PM’s New 15 PP. The SLC is headed by the Chief Secretary with members consisting of Secretaries and Heads of Departments implementing schemes under the Programme; representatives from Panchayati Raj Institutions (PRI), representatives from reputed non-governmental (NGO) institutions etc. and two Members of Parliament from Lok Sabha and one Member of Parliament from Rajya are nominated by Central Government. The District Level Committee is headed by the Collector/Deputy Commissioner of the District, with District level officers of the departments implementing the programme, representatives from PRIs, NGOs etc. as well as one Central Government nominated Member of Parliament from Rajya Sabha representing the State. The Ministry of Minority Affairs nominates members of Parliament from Lok Sabha and Rajya Sabha for SLC and DLC, from time to time, in each State/UT. A copy of the composition of the SLC and DLC in Andhra Pradesh is at Annexure. The States/UTs conduct meetings of the SLC and DLC from time to time. Further, the States/UTs conduct the SLC for recommendation/approval of the project proposals under Pradhan Mantri Jan Vikas Karyakram (PMJVK) and confirmation regarding the holding of the SLC meeting is conveyed to the Ministry by the State/UT concerned. Projects like Hostels- 20, Residential Schools-9, Common Service Centres-9, ITIs -5, Additional Classroom- 4, Library -1, Degree College -1, Hunar Hubs-4, Polytechnic -3, School Building -5, Toilet -12, Working Women Hostel- 2 were amongst the proposals submitted by State of Andhra Pradesh with the approval of SLC and sanctioned by the Ministry under PMJVK during the last two financial years.

(d) & (e): The programmes/schemes under PM’s New 15 PP are being implemented by various Ministries/Departments administratively concerned with implementation of these programmes/schemes. Ministry of Minority Affairs being the nodal Ministry for implementation of this programme, monitors and reviews these programmes with the nodal officers of the concerned Ministries/Departments. The shortfalls, if any, are pointed out and the concerned Ministries/Departments are advised to take remedial action to ensure that the targets are achieved. The details of expenditure incurred in this regard for financial years 2016-17 to 2020-21 and till date are available on the website of the Ministry www.minorityaffairs.gov.in.
(f) The State Government of Kerala has informed that District Level Committees have been constituted in all the 14 districts in the State.
