(a) whether his Ministry is planning to review the penal provisions of the Electricity Act, 2003 to ensure better compliance of instructions by Load Despatch Centres;

(b) if so, the details thereof and if not, the reasons therefor;

(c) whether his Ministry is planning to equip its Load Despatch Centres with Dynamic Security Assessment and faster State Estimation tools; and

(d) if so, the details thereof and if not, the reasons therefor?

(a) : No, Madam. There is no specific proposal in this Ministry to review the penal provisions of the Electricity Act, 2003 to ensure better compliance of instructions by Load Despatch Centres. However, suggestions for amendment in Section 142 & 146 related to punishment for non-compliance of directions by Appropriate Commission have been received by the Committee constituted under the Chairperson, Central Electricity Authority for recommending amendments in the Electricity Act, 2003.
