Question : ACHIEVEMENT OF RKVY

(a) whether any target has been set under the Rashtriya Krishi Vikas Yojana;

(b) if so, the details of target set for the country in general and for various States in particular including Uttar Pradesh, State-wise;

(c) the details of achievements made therein;

(d) the details of funds sanctioned, released and utilised thereunder during the last three years and the current year, State-wise;

(e) whether the Government provides flexibility under this project to the States to come up with need based programmes; and

(f) if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE, FOOD PROCESSING INDUSTRIES AND PARLIAMENTARY AFFAIRS (SHRI HARISH RAWAT)

(a) to (c): Rashtriya Krishi Vikas Yojana (RKVY) has been launched to contribute to the Eleventh Plan target of 4% annual growth in the agriculture and allied sector by incentivizing states to allocation additional funds for the sector. No specific targets have been set for States and complete flexibility is available to States to choose projects for generating growth in agriculture & allied sector. Growth in agriculture & allied sectors has been approximately about 3.4% in the first four years of Eleventh Plan. States` allocation for agriculture & allied sector out their plan has increased from Rs.8770 crore (4.88%) in 2006-07 to 22158 crore (6.04%) in 2010-2011 (RE).

(d): A statement indicating the State-wise funds allocation, releases and expenditure reported by the States during the last three years and current year is enclosed.

(e) & (f): Under this programme, the State Governments have complete flexibility in selecting & taking up projects for the development of their agricultural & allied sector as per local needs.
