Question : Smuggling of Various Items

(a) whether instances of smuggling of various items including weapons, drugs, tobacco products, etc. are on the rise in the country;

(b) if so, the details of the cases reported along with the quantum of items seized during each of the last three years and the current year, State-wise;

(c) whether the involvement of foreign nationals working as drug syndicate along with the Indian citizens in the smuggling has been reported;

(d) if so, the details thereof along with the number of persons arrested including foreigners during the said period;

(e) whether the smuggling of illegal weapons has increased the cases of illegal possession of arms in the country;

(f) if so, the details of the cases reported during the said period, State-wise and the reaction of the Government thereto; and

(g) the steps taken by the Government to check such cases of smuggling?

(a) to (g) Details of seizures of major drugs during 2016, 2017 and 2018 (upto December, 2018), as reported to Narcotics Control Bureau by various agencies, are enclosed as Annexure-I.
As per data furnished by National Crime Records Bureau, detailed data of state/UT wise seizure under Arms Act during 2014 to 2016 is enclosed as Annexure-II. The latest data is of the year 2016.
Data relating to smuggling of tobacco products is not maintained centrally.

State/UT wise details of cases registered and persons arrested, including foreign nationals by Narcotics Control Bureau and other drug law enforcement agencies, for smuggling of narcotic drugs and psychotropic substances, as reported to Narcotics Control Bureau is enclosed as Annexure-III. Country wise list of foreign nationals arrested is enclosed as Annexure-IV.
‘Police’ and ‘Public Order’ are State subjects as per the 7th Schedule of the Constitution of India. Prevention, detection, investigation and prosecution of crimes is the responsibility of State Governments. However, to ensure check illegal possession of weapons, Government of India has developed an online portal NDAL-ALIS on which every licensed weapon in the country is required to be registered.


Further, the measures taken by the Government to prevent drug trafficking include intensive preventive and interdiction efforts along known drug routes, strict surveillance and enforcement at import and export points, increased international cooperation for exchange of information and investigative assistance in administering control over the movement of Narcotic Drugs & Psychotropic Substances and Precursor Chemicals, training programmes for law enforcement officials for upgrading their skills to combating drug menace and empowerment of Border Security Force, Sashastra Seema Bal and Coast Guard under the Narcotic Drugs & Psychotropic Substances Act. Further, financial assistance is being provided to eligible States for strengthening their anti-narcotics units.
Narco Co-ordination Centre (NCORD) has been constituted under Director General, Narcotics Control Bureau to provide a common platform for co-ordinated action by all the drug law enforcement agencies and other stake holders.
