Question : Amaravati Smart City in Andhra Pradesh

(a) whether it is true that nearly Rs. 2000 crores have been approved for various projects for Amaravati Smart City in Andhra Pradesh;

(b) if so, the details thereof;

(c) whether the Government has taken note that only Rs. 24 crore outof Rs. 2000 crores have been released since 2015-16 and if so, the details thereof and the reasons therefor; and

(d) the time by which the remaining funds are likely to be released and projects completed?

(a)to (c) : Amaravati Smart City has proposed projects worth Rs.2046 Crore as per its revised Smart City Proposal. Government of India (GoI) proposes to give financial support to the extent of Rs.500 Crore per City under the Smart Cities Mission. An equal amount is to be matched by the State/Urban Local Body (ULB). The rest of the resources are proposed to be leveraged through their resources by the Smart City Special Purpose Vehicle (SPV).The details of Amaravati Smart City Proposal are as follows:

The Amaravati Smart City was selected in Round 3 (June, 2017) and subsequent to its selection, GoI, based on the progress made by the City, has released Rs. 390 crore so far as first, second and third year instalments. Matching share has also been contributed by the State Government. Amaravati Smart City,on date, has shown more than 98% utilization of this fund.

(d): In terms of Smart City Mission Statement & Guidelines, yearly instalment of funds are released to the Cities, including Amaravati Smart City, after they meet certain conditions such as timely submission of City Score Card, satisfactory physical and financial progress, achievements of milestones given in the roadmap etc. The timelines for completion of projects by the Cities is five years from the date of their selection as Smart Cities.
