(a)&(b): Role and functions of the Oil Coordination Committee (OCC) are as follows:
i) To administer Oil Industry Pool Account;
ii) To administer the prices of controlled petroleum products for refineries and consumers in terms of extant Government decisions and orders;
iii) To develop projections of demand - supply balance of petroleum products and of the oil pool account;
iv) To coordinate the functions of the petroleum sector in terms of extant Government orders.
Oil Coordination Committee was set up by a resolution of Government in the year 1975. The composition of the OCC is as under:
i) Secretary, Ministry of Petroleum and Natural Gas -Chairman
ii) Additional Secretary, Ministry of Petroleum and Natural Gas -Member
iii) Joint Secretary (Refineries), Ministry of Petroleum and Natural Gas -Member
iv) Joint Secretary & Financial Adviser, Ministry of Petroleum and Natural Gas -Member
v) Chief Executives of Oil Companies -Members
vi) Executive Director, Oil Industry Safety Directorate -Member
vii) Executive Director, Oil Coordination Committee -Member Secretary
The above composition is by designation.
The Oil Selection Board has since been renamed as Dealer Selection Board (DSB). Its functions are to select dealers/distributors for retail outlets/SKO-LDO and LPG distributorships. Regarding the composition, each DSB is headed by a chairman - a retired High Court or District Judge with two members from oil companies, of which one is from the concerned oil company and representative of another oil company of the level of Deputy General Manager/Chief Manager depending upon the availability. The Chairman of the DSBs are appointed by the Ministry of Petroleum and Natural Gas. The members of the DSBs are nominated by the concerned oil companies.
