Question : ALLOCATION UNDER NATIONAL CROP INSURANCE SCHEME



(a) whether there is any overlap between the aim and functions of the two component schemes of National Crop Insurance Programme (NCIP) viz. Modified National Agricultural Insurance Scheme (MNAIS) and Weather Based Crop Insurance Scheme (WBCIS), if so, the details thereof;

(b) the number of farmers benefited and the details of the crops covered under the various insurance schemes in various States during the last three years and current year, State-wise including M.P., Maharashtra and U.P.;

(c) whether the Union Government has received many representations from various States for radical change in the current crop insurance schemes and make the village as the unit area for insurance, if so, the details thereof;

(d) the details of the compensation paid by the Government under various crop insurance schemes to various States during the last three years and current year, State/UT-wise; and

(e) the details of the claims under various insurance schemes which have not been paid by the Government along with the time by which these claims are likely to be paid to the farmers?

(a): No, Madam. There is no overlap between MNAIS and WBCIS components of NCIP. MNAIS is yield index based comprehensive scheme wherein farmers are compensated if actual yield falls short of threshold yield in the notified unit area. WBCIS, however, is a weather index based scheme under which claims are paid in the eventuality of breach of specified weather triggers like rainfall, temperature, humidity, etc.

(b): Details of farmers benefited and crops covered are at Annexure-I and I-A respectively.

(c): Improvement in crop insurance schemes to make these more scientific and to better serve the interest of farmers is a continuous process. Government has approved for implementation w.e.f. Rabi 2013-14, a ‘National Crop Insurance Programme’ (wszNCIP) with component schemes of Modified National Agricultural Insurance Scheme (MNAIS), Weather Based Crop Insurance Scheme (WBCIS) and Coconut Palm Insurance Scheme (CPIS). Unit area of crop insurance has been reduced from block/mandal/tehsil/circle/phirka to village/village panchayat level under MNAIS.

(d): Details of the compensation paid by the Government under National Agricultural Insurance Scheme (NAIS) are at Annexure-II. Compensation/claims under MNAIS, WBCIS & CPIS are paid by the insurance company.

(e): Details of claims payable under NAIS are at Annexure-III. Reasons for delay are indicated against each.
