(a) whether any Special Component Plan has been prepared for Uttar Pradesh and
Uttranachal;
(b) if so, the main features of the said plan alongwith the details of target fixed for
achieving its objectives;
(c) the details of funds allocated for the said scheme during the current financial
year; and
(d) the details of outcome of the steps taken for the upliftment of women in the
said States during each of the last three years, year-wise?

(a) to (c) As per guidelines issued by Planning Commission and Ministry of Social
Justice & Empowerment, the State governments prepare and implement
Special Component Plan (SCP) by earmarking plan fund in proportion to
Scheduled Castes population for ensuring socio-economic development of
Scheduled Castes. Details on sector-wise fund earmarked, fund utilized and
SC families assisted are maintained by the respective State Governments.
Government of Uttar Pradesh during 2002-03, has allocated Rs. 1540 Crores
for Special Component Plan out of total Plan outlay or Rs.7250 Crores.
The information from Uttranchal Govt. is awaited.
(d) The information is under collection from the State Government of Uttar
Pradesh and Uttranchal and will be laid on the Table of the House.
