Question : Atrocities against Dalits

(a) whether it is a fact that the atrocitis against Dalits have increased in the country particularly in the State of Telangana and Uttar Pradesh;

(b) if so, the number of cases of violence against Dalits reported in the country during the last three years and recent year along with the details thereof, regionwise and district-wise;

(c) whether the Government has issued any instructions to stop the atrocities against the Dalits in the country; especially in Uttar Pradesh; and

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a) & (b): The National Crime Records Bureau (NCRB) compiles and publishes statistical data on crimes in its publication “Crime in India”. The published reports are available till the year 2020. The details of the number of cases registered under crime/ atrocities against Scheduled Castes (SCs) in the

country during the last three years are at Annexure-I. While, region-wise data is not maintained by NCRB, details of district-wise cases registered for crime / atrocities against SCs are available at website of NCRB (https://ncrb.gov.in)
(c) to (e): “Police” and “Public Order” are State subjects under the Seventh Schedule to the Constitution of India. The responsibility of maintaining law and order, protection of life and property of the citizens including SCs, rest with the respective State Governments and the State Governments are competent to deal with such offences under the extant provisions of laws. However, Ministry of Home Affairs have been issuing advisories to States/Union Territories from time to time to deal with crimes against SCs, which are available at www.mha.gov.in.
