Question : Construction of ARHCs

a) the details of all the Government buildings which are being used under the Affordable Rental Housing Complex (ARHC) scheme for migrant workers/urban poor in the big cities;

b) the number of new ARHCs whose construction has been started in Chandrapur and Mumbai;

c) the total number of migrant workers/urban poor residing in each Complex in the city of Chandrapur and Mumbai; and

d) the steps which are being taken to ensure adequate social distancing is followed in such Complexes to prevent the spread of COVID-19?


Answer given by the minister

(a) to (d): Scheme for Affordable Rental Housing Complexes (ARHCs), a sub-scheme under Pradhan Mantri Awas Yojana-Urban (PMAY-U), for providing accommodation at affordable rent to urban migrants/ poor has been launched on 31.07.2020. It’s Operational Guidelines along with other implementation framework have been circulated to all States/ Union Territories (UTs) for planning and implementation. A draft Memorandum of Agreement (MoA) has been circulated to all States/UTsto sign with Ministry of Housing and Urban Affairs (MoHUA).

States/UTs currently are under process of identifying such projects in cities including Chandrapur and Mumbai which are dispute free and readily available for converting into ARHCs after making them livable.

At present no ARHC has been made operational in the city of Chandrapur and Mumbai.
