Question : Payment of Wages to MGNREGS Workers

(a) whether there have been delays in the payment of wages to workers under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), if so, the details thereof State-wise and district-wise particularly in Uttar Pradesh;

(b) the reasons for the delay in payments to MGNREGS workers in various States;

(c) the details of wage payments that are pending approval from the Central Government across the country, for work done between April and October;

(d) the details of wage payments that are pending in the State of Tamil Nadu for work done between April and October;

(e) whether the Government has taken measures to expedite the approval of wage payments to MGNREGS workers and ensured that the previous payments are distributed; and

(f) if so, the details thereof?

(a),(b),(d)to(f): Mahatma Gandhi National Rural Employment Guarantee Scheme is a demand driven scheme. Fund release to States/UTs is a continuous process and Central Government is committed to making funds available keeping in view, the demand for work. The Ministry seeks additional funds from Ministry of Finance as and when required for meeting the demand for work on the ground.
The first installment of the first tranche is released in the first half of April after adjusting unspent balance available with the States and considering the pending liabilities, if any. If the proposal for 2nd Tranche is submitted on and after 1st October, then the Audit Report and Audited Utilization Certificate of the previous financial year are required. The funds can only be released after receipt of Audited Utilization Certificate and Audit report of previous financial year submitted by the State. As on date 98.99% FTOs have been generated in stipulated time period. No wage payment is pending as on date in the State of Tamil Nadu for the months of April to October.
