Question : Beneficiaries under NCLP

(a)the details of funds allocated towards the National Child Labour Project (NCLP) in the last three financial years and the number of children and adolescents benefitted from this scheme till date;
(b)the number of special training centres set up under the scheme nation-wide and State-wise;
(c)whether the lockdown has affected the functioning of the scheme and if so, the details thereof;
(d)the details of basic principles of NCLP and the details of legal protection provided for children at work; and (e) the number of children who have been rehabilitated utilising resources from Child and Adolescent Labour Rehabilitation Fund?

(a) to (c): The details of fund allocated under National Child Labour Project (NCLP) scheme during the last three financial years are as under:

The NCLP Scheme in a district, once sanctioned on the basis of proposals received from the State Government/ District Administration, is implemented by the District Administration, which sets up and operates special training centres, enrolling therein the child labour rescued from child labour, and then mainstreaming them to the schools. The number of operational districts as on 31.03.2021 is at Annexure.

Due to Pandemic COVID-19, and the guidelines issued thereof, the Special Training Centres under the NCLP Scheme were not functional during the period.

(d): The National Child Labour Project (NCLP) Scheme is for rehabilitation of child labourers. Under the NCLP scheme, the children in the age group of 9-14 years are rescued/withdrawn from work and enrolled in the NCLP Special Training Centres, where they are provided with bridge education, vocational training, mid-day meal, stipend, health care, etc. before being mainstreamed into formal education system. The children in the age group of 5-8 years are directly linked to the formal education system through a close coordination with the Samagra Shiksha Abhiyan.

(e): Section 14 B of the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986 provides for constitution of a fund in every district or for two or more districts to be called the Child and Adolescent Labour Rehabilitation Fund to which the amount of the fine realized from the employer of the child and adolescent, within the jurisdiction of such district or districts, shall be credited. The details of rehabilitated children utilizing resources from Child and Adolescent Labour Rehabilitation Fund are not maintained centrally.
