(a) the total number of Wireless in Local Loop (WLL) telephone connections in the country at present,State-wise;

(b) the share in terms of percentage in total such telephone connections in the country;and

(c) the steps taken/being taken by the Government to increase the quality of telephone services in the country including Rajasthan?

(a) & (b) As on 31.01.2010, there are 150.22 million Wireless in Local Loop (WLL) telephone connections in the country which are about 25.81 % of the total telephone connections. The license area-wise number of WLL telephone connections in the country and their percentage share in total telephone connections in the country are given in the Annexure.

(c) Telecom Regulatory Authority of India (TRAI) has been monitoring the performance of Cellular Mobile Service against the benchmarks given for the various parameters laid in Quality of Service Regulations through quarterly Performance Monitoring Reports. In addition, Point of Interconnection (POI) congestion is being monitored on monthly basis. TRAI has been following up with the Service Providers for addressing deficiencies in meeting the Quality of Service benchmarks. A customer satisfaction survey is also conducted through an independent agency and results were widely published for public/Stakeholders knowledge.

WLL service provided by Bharat Sanchar Nigam Limited (BSNL) is working satisfactorily and is, in general, meeting the Quality of Service (QoS) parameters prescribed by TRAI (Telecom Regulatory Authority of India). Following are the steps taken by BSNL to improve the quality of WLL telephone services:

1. The latest Mobile Switching Centre (MSC) based technology is being used extensively in the country.
2. BSNL is augmenting its WLL network progressively so as to enhance coverage, capacity and to further improve the quality of service. BSNL is optimizing its network continuously for its performance.
3. The Quality of service parameters are being monitored regularly for necessary corrective actions, wherever required.

In addition to above, the below noted steps are being taken by the BSNL in its Rajasthan telecom circle to improve the quality of WLL telephone services:

# Optimizing the coverage of WLL BTSs.
# In order to reduce interruptions occurred due to media failure, more Ring Connectivity of Optical Fiber Cable (OFC) media are being provided to WLL BTSs.
# Close monitoring is being done on daily basis for faulty BTSs.
