Question : Model Schools

(a) whether the Government has formulated any scheme for setting up high quality Model Schools in
the country to strengthen the National Secondary Education campaign and if so, the details thereof along
with the concept and salient features of Model School Scheme, District wise in all States, particularly in
Uttar Pradesh, Maharashtra and Tamil Nadu;
(b) the details of funds provided by the Government for the purpose during the last three years,
State/UT and year-wise;
(c) whether any State Government has sent proposal to release more funds for providing excellent
education in the respective State and if so, the details thereof;
(d) whether the Government has received any proposal for setting up of such schools under Public
Private Partnership (PPP) and thereby increasing involvement of private sector for establishing sound
education system;
e) if so, the details of number of proposals received/approved by the Government under the said
scheme including the number of proposals lying pending along with the reasons therefor; and
(f) the action taken/ being taken by the Government in this regard ?

(a) to (f) The Centrally Sponsored Scheme of Model School Scheme envisaged setting up of
one model school per block as a benchmark of excellence at the block level. The scheme had
two modes of implementation, viz. (i) setting up of schools in educationally backward blocks
(EBBs) through State/UT Governments, and (ii) establishing schools under Public-Private
Partnership (PPP) mode in blocks which are not educationally backward. The State/UT wise
details of fund released under the scheme during the last three years are given at Annexure.
However, the scheme has been delinked from the support of the Government of India with effect
from 2015-16 and stands transferred to States/UTs in the light of higher devolution of funds to
the States as recommended by the 14th Finance Commission.
