Question : Funds under BRGF and RGSY

(a) whether the Government has granted any funds under the Backward Regions Grant Fund (BRGF) to any districts in the country especially in the State of Kerala;
(b) if so, the details thereof and the beneficiaries of the schemes run with the help of these funds;
(c) whether it is a fact that funds would be provided under Rashtriya Gram Swaraj Yojana (RGSY) to districts uncovered under BRGF;
(d) the details of districts that are not covered under BRGF in the States of Andhra Pradesh and Maharashtra; and
(e) the details of total funds provided to these districts under RGSY during each of the last five years and the current year?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (e) of LOK SABHA STARRED QUESTION NO. *125 FOR ANSWER ON 26.07.2022 REGARDING FUNDS UNDER BRGF AND RGSY.

(a)& (b): The Ministry of Panchayati Raj (MoPR) was implementing the Backward Regions Grant Fund (BRGF) Programme (District component) during the period 2006-07 to 2014-15 in 272 districts of 28 States of the country, including in the State of Kerala. During this period, grants of Rs. 26,622.31 crore was released for the districts covered under the scheme. Two districts of Kerala, namely Palakkad and Wayanad, were covered under the scheme to which grants of Rs.101.47 crore and Rs.55.85 crore, respectively, was released during the said period. The prime objective of the Programme was to bridge the critical gaps in local infrastructure and other development requirements which were not being adequately met through the existing financial inflows during that time and as such the Programme was not beneficiary oriented.

(c): No, sir as the scheme of Rashtriya Gram Swaraj Yojana (RGSY) is not under implementation at present. The scheme was subsumed into Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) scheme implemented from the year 2013, which has further been restructured as Rashtriya Gram Swaraj Abhiyan (RGSA) since 2018-19. RGSA scheme is implemented throughout the country for strengthening Panchayati Raj Institutions in all the Districts.

(d): The districts in the States of Andhra Pradesh and Maharashtra which were not covered under the BRGF Programme are at Annexure.

(e): Since the scheme of RGSY is not under implementation, the question does not arise.
