Question : National Dialysis Programme under NHM

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of hospitals covered under Pradhan Mantri National Dialysis Programme of National Health Mission (NHM) Operated through Public-Private Partnership (PPP) model along with the BPL beneficiaries provided free dialysis under the said programme, State/ UT-wise;

(b) whether the Government maintains data on the number of Below Poverty Line (BPL) patients suffering from Kidney diseases, if so, the details thereof indicating the number of such patients during the last three years and current year, State/UT-wise;

(c) whether the Government is facing any issue with the implementation of this scheme, if so, the details thereof and the steps taken to increase the coverage of the scheme;

(d) the manner in which the scheme provides assistance to people who are not in BPL category, but are economically disadvantaged; and

(e) the steps taken to disseminate awareness about this scheme along with the amount spent on this scheme since its inception, State/UT-wise?

(a) to (e): “Public Health and Hospitals” is a State subject. The Central Government, however, supplements the efforts of State Governments. Under the National Health Mission (NHM), support is provided to States /UTs to strengthen their health care systems including support for dialysis services, on the basis of proposals received from the States in their Programme Implementation Plans (PIPs).

Under NHM, Pradhan Mantri National Dialysis Program (PMNDP) is being implemented in 34 States /UTs in 474 Districts at 824 dialysis centres. State/UT-wise details are at Annexure-I

Dialysis services under PMNDP are being provided free of cost to Below Poverty Line (BPL) patients. However, Above Poverty Line (APL) patients can also avail dialysis services at tender discovered price, which are below the market rates. As on 31st January, 2020, total 6.28 lakh patients availed dialysis services and 62.88 Lakhs Hemodialysis Sessions held.

Hemodialysis services under PMNDP are currently available at district hospital level.To expand the reach of dialysis, peritoneal dialysis has also been included under PMNDP.

Total expenditure under PMNDP during 2017-18 to 2019-20 was Rs.24484.27 lakhs; State/UT-wise details of which are at Annexure-II.
