(a) to (e): A statement is laid on the Table of the Lok Sabha.
STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 345 FOR 13.12.2000
(a) & (b): Funds are utilised with due care as per set procedures and for the
purpose for which they are approved. Allocations of funds and actual expenditure
in respect of major National Health Programmes during 1997-98 to 1999-2000 are
annexed.
(c) to (e): There has been some shortfall in Plan expenditure during initial
years of Ninth Five Year Plan. In the early part of Plan period, the expenditure
took sometime to build up as the modalities for implementation of new projects,
which are externally funded, had to be finalised. In the case of National Anti-
Malaria Programme and National T.B. control Programme, the procurement could not
be undertaken as envisaged because of various factors including delay in
finalisation of the procurement agencies leading to delayed start of the
programmes. Since then, separate procurement Agencies have been appointed for
different programmes. The trend of expenditure has improved significantly in
later years through regular and intensive monitoring of various programmes.
