Question : UTILISATION OF FUNDS FOR HEALTH PROGRAMMES



(a) whether the Union Government are aware that the funds allocated for various ongoing health programmes are not being properly utilised;

(b) if so, funds allocated and actually spent on these health programmes during each of the last three years;

(c) whether allocation under the budgetary provisions has been slashed down as a result of slackness in utilisation of the allocated funds;

(d) if so, the facts thereof; and

(e) the action taken/proposed to be taken by the Government to minimise the gap between the utilisation and budgetary allocation?

(a) & (b): Funds are utilised with due care as per set procedures and for the purpose for which they are approved. Allocations of funds and actual expenditure in respect of major National Health Programmes during 1997-98 to 1999-2000 are annexed.

(c) to (e): There has been some shortfall in Plan expenditure during initial years of Ninth Five Year Plan. In the early part of Plan period, the expenditure took sometime to build up as the modalities for implementation of new projects, which are externally funded, had to be finalised. In the case of National Anti- Malaria Programme and National T.B. control Programme, the procurement could not be undertaken as envisaged because of various factors including delay in finalisation of the procurement agencies leading to delayed start of the programmes. Since then, separate procurement Agencies have been appointed for different programmes. The trend of expenditure has improved significantly in later years through regular and intensive monitoring of various programmes.
