Question : Rehabilitation of Slum Dwellers

(a) whether there are the Government schemes in operation during the COVID-19 pandemic for rehabilitation of slum dwellers;

(b) if so, the details of slum dwellers who have been accorded permanent houses, especially in Maharashtra, Andhra Pradesh, Telangana, and Uttar Pradesh;

(c) the details of slum women who have permanent houses registered under their name, State-wise;

(d) whether the Government is aware of the number of slums that do not have proper drainage facilities in the country;

(e) if so, the details thereof, State-wise including Andhra Pradesh, district-wise;

(f) the details of families living in slums of Andhra Pradesh that got houses under the In Situ Slum Redevelopment (ISSR) component of the Pradhan Mantri Awas Yojana (PMAY); and

(g) the reasons for delay, if any, for works carried out in Andhra Pradesh under the ISSR component of PMAY?

(a) & (b): Yes, Sir. Government of India is implementing Pradhan Mantri Awas Yojana - Urban (PMAY-U) scheme since 25.06.2015 to provide all weather pucca house with basic amenities to all eligible urban families including slum dwellers. The number of houses sanctioned, grounded and completed/ delivered to the beneficiaries under various verticals of PMAY-U for the State of Maharashtra, Andhra Pradesh, Telangana and Uttar Pradesh is at Annexure-I.

(c): As per Scheme guidelines, the houses constructed/ acquired with Central Assistance under the Mission should be in the name of the female head of the household or in the joint name of the male head of the household and his wife, and only in cases when there is no adult female member in the family, the house can be in the name of male member of the household.Further, Central Govt. does not maintain the ownership record of houses in the slums.

(d)&(e): Land and Colonization are State subjects. Therefore, the data pertaining to slums including its basic amenities status is not maintained centrally by the Ministry. However, under ISSR component of PMAY(U), Government of India supplements the efforts of States/UTs in in-situ slum redevelopment.

(f)&(g): A total of 1,617 houses under ISSR have been sanctioned for the State of Andhra Pradesh. All the projects submitted by the Government of Andhra Pradesh have been approved by the Ministry under ISSR component of PMAY-U. No proposal for sanction is pending with the Ministry.
