(a) to (c): A statement is laid on the table of the House.
STATEMENT REFERRED IN REPLY TO PART (a) to (c) OF THE LOK SABHA STARRED QUESTION NO. 435 FOR ANSWER ON 07.08.2014.
(a): As per all India Handloom Census conducted in 2009-10, there are 41,31,876 handloom weavers and allied workers in the country. The State/UT-wise detail is given in Annexure-I. There are 27,83,271 handloom weavers and allied workers households across the country out of which, 6,22,780 handloom weavers and allied workers households belong to minority community. The State/UT-wise detail is given in Annexure-II.
(b): For holistic growth and development of handloom and handicraft sector, following schemes are being implemented all over the country including weavers of minority community and weavers of Mirzapur of Eastern UP:
Schemes under implementation for handloom sector:
1. National Handloom Development Programme- two components: (i) Comprehensive Handlooms Development Scheme (ii) Revival, Reform and Restructuring (RRR) Package for handloom sector. 2. Handloom Weavers Comprehensive Welfare Scheme- two components: (i) Health Insurance Scheme for access to health care facilities (ii) Mahatma Gandhi Bunkar Bima Yojana for life insurance 3. Yarn Supply Scheme 4. Comprehensive Handloom Cluster Development Scheme
The details of schemes are given in Annexure-III.
Schemes under implementation for handicraft sector:
1. Baba Saheb Hastshilp Vikas Yojana (Cluster) 2. Design & Technical Upgradation Services 3. Marketing & Support Services 4. Human Resource Development 5. Research & Development 6. Handicrafts Artisans comprehensive Welfare Scheme. 7 Infrastructure and Technology Development Scheme.
In addition to above schemes, Government of India has been implementing a Comprehensive Handicrafts Cluster Development Scheme (CHCDS) for holistic growth and development in Bhadohi-Mirzapur.
The details of schemes are given in Annexure-IV.
(c): For effective implementation of handloom schemes for socio-economic development of weavers community, regular monitoring is being done through field visits, calling physical and financial progress report and review meetings with Directors in-charge of Handlooms and implementing agencies. Similarly, for handicraft schemes the implementation is monitored through the regular visits by field officers from office of DC(Handicrafts) and periodical review with implementing agencies.
