Question : SKILL DEVELOPMENT EFFORT



(a) whether the Government proposes to launch a fresh and improved scheme for skill development and if so, the details thereof;

(b) whether more new institutes are being proposed to be set up for skill development in the field of industrial employment and if so, the details thereof and the funds sanctioned for the purpose, State/UT-wise;

(c) whether the Government proposes to include the subject of skill development in more Universities; and

(d) If so, the details thereof indicating the Universities in which it is being done?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHRI RAJIV PRATAP RUDY)

a) &b) The new Ministry of Skill Development and Entrepreneurship (SD&E) has come into existence on 9th November, 2014 after getting established as a Department that itself was created on 31st July, 2014.The schemes, Programs and activities earlier implemented through the National Skill Development Corporation (NSDC) and the National Skill Development Agency (NSDA) under the Department of Economic Affairs have been shifted to the new ministry.

Through the NSDC, the Ministry proposes to restart the scheme “Star” with some basic changes in the scheme, for which an outlay of Rs 435 crore is provided. In addition 2500 new ITI’s in PPP mode are also expected to be set up

The Ministry of Labour and Employment through the Directorate General of Employment and Training runs a few schemes and programs for the purpose of Skill Development. The details of which are provided in the Annexure 1.

In addition to the above, there are over 21 Ministries/Departments of the Government that are running various schemes related to Skill Development.

c) Secretary (HE) had written to Vice Chancellors of all 39 Central Universities on 20.5.2014 requesting them to adopt/establish a Community College to impart skill based education to the local unemployed youth and link them to the industries/trade in the region. A copy of the Scheme was also forwarded to VCs in order to avail the financial assistance from UGC/AICTE. VCs were also asked to submit their proposal to the Deputy Secretary (Community Colleges), D/o Higher Education, M/o HRD in the prescribed preform.

d) In so far as Central Universities Division is concerned, the present status of skill based education, university-wise has been prepared on the basis of information furnished by various Central Universities and is enclosed as Annexure 4.
