Question : VOCATIONAL TRAINING



(a) whether the Government has taken a decision to impart vocational skill development training to 50 crore people by 2022 for resolving important issue of unemployment and if so, the details thereof;

(b) whether the Government has also provided essential financial assistance to the State Government in this regard;

(c) if so, the details thereof during each of the last three years and the current year, State/UT-wise;

(d) whether any other programme related to providing vocational training has also been launched for the backward classes in the metropolitan cities and if so, the details thereof, State/UT-wise including Uttar Pradesh and Gujarat; and

(e) if so, the total number of enrolment of students in various vocational courses in the country during each of the last three years and the current year, State/UT-wise and course-wise?

MINISTER OF STATE (IC) FOR LABOUR AND EMPLOYMENT (SHRI BANDARU DATTATREYA)

(a): National Policy on Skill Development (NPSD) approved by the Government in February, 2009 has set a target to skill 500 million persons by the year 2022.

(b) & (c): Ministry of Labour & Employment provides financial assistance to State Government under the following schemes:

i. “Upgradation of 1396 Govt. Industrial Training Institutes (ITIs) through PPP”: Interest free loan at the rate of Rs. 2.5 Crore per ITI was released to the Institute Management Committee of 1227 Govt. ITIs covered under the scheme. An amount of Rs. 517.50 Crore was released to the ITIs during 2011-12. The scheme has come to end by March 2012. Details of state wise fund released is at Annex-I.

ii. “Vocational Training Improvement Project (VTIP) with World Bank Assistance”: The Scheme, inter-alia, envisages up gradation of 400 ITIs. 34 State Governments/UTs are participating under the project. Details of state wise fund released is at Annex-II.

iii. “Skill Development in 34 Districts Affected by Left Wing Extremism”: Government has provided financial assistance amounting to Rs. 114.47 crore to 09 States covered under this scheme. Details of state wise fund released is at Annex-III.

iv. “Enhancing Skill Development Infrastructure in NE States and Sikkim”: Government has provided financial assistance amounting to Rs. 80.95 crore to 08 States covered under this scheme. Details of state wise fund released is at Annex-IV.

v. “Skill Development Initiative Scheme (SDI Scheme)”: SDI scheme is centrally sponsored scheme funded by Central Government. The funds are transferred to respective State/ UT Governments for payment towards reimbursement of training cost and assessment fee to Vocational Training Providers (VTPs) & Assessing Bodies respectively. States/UTs are allowed to use up to 4% of the annual expenditure as administrative costs under SDI Scheme subject to maximum of Rs.25 lakh per annum on items like publicity for mobilization of candidates, deployment of personnel for timely inspection of VTPs premises, engagement of people at State and District level for inspection and monitoring, etc. Details of state wise fund released is at Annex-V.

(d) & (e): This Ministry has not launched any exclusive programme related to providing vocational training for the backward classes in the metropolitan cities. However, youth of backward classes are getting benefits in various schemes of this Ministry.
