STATEMENT REFERRED TO IN REPLY TO PART (a) to (d) OF LOK
SABHA STARRED QUESTION NO. 255 ANSWER ON 9.8.2000
REGARDING GROUND WATER
Water being a State subject, it is primarily the
responsibility of the concerned State Governments to
plan, finance and execute schemes for ground water
conservation. However, the Central Government is
implementing various programmes which help in in-situ
conservation of soil moisture, infiltration of water into
soil profiles and resultant ground water recharge and
improvement in efficiency of water use.
The Central Ground Water Board under the Ministry of
Water Resources is implementing a pilot scheme on
recharge studies. The Ninth Plan outlay for the scheme
is Rs.25.00 crore. An amount of Rs. 3.53 crore has been
spent for ground water recharging and rainwater
harvesting during 1997-98 to 1999-2000. The State-wise
position of expenditure is given at Annexure-I.
The Ministry of Agriculture has been implementing various
schemes which have a component of ground water
conservation, namely, National Watershed Development
Project for Rainfed Areas (NWDPRA), Soil Conservation in
the Catchment of River Valley Projects (RVP), Soil
Conservation in Flood Prone Rivers (FPR), Watershed
Development Project in Shifting Cultivation Areas
(WDPSCA) in North Eastern States and Reclamation of
Alkali Soils. The State-wise position of funds released
under these schemes during the last three years (1997-
1998 to 1999-2000) is given at Annexure-II.
The Ministry of Rural Development is implementing various
schemes which also have a component of ground water
conservation namely, Accelerated Rural Water Supply
Programme (ARWSP), Drought Prone Area Programme (DPAP)
and Desert Development Programme (DDP). The State-wise
position of funds released under these schemes during the
last three years (1997-1998 to 1999-2000) is given at
Annexure-III to V.
From the year 2000-2001, a new initiative in the form of
Prime Ministerâs Gramodaya Yojana (PMGY) has been
introduced under which Additional Central Assistance
(ACA) is provided to the States/UTs for selected basic
minimum services in order to focus on certain priority
areas of the Government. One of the components of this
scheme is Rural Drinking Water. Under the PMGY-Rural
Drinking Water, minimum 25% of the total allocation for
the component will be utilised by the respective
States/UTs on projects/schemes for water conservation,
water harvesting, water recharge and sustainability of
drinking water sources in respect of DDP/DPAP areas, over-
exploited, dark/grey blocks and other water
stress/drought affected areas.
The impact assessment studies undertaken by the concerned
agencies have shown encouraging results with regard to
recharge of ground water and improvement in ground water
levels.
